Stolen Generations (Compensation) Bill

Mr DULUK (Davenport) (11:06:02): I also rise to speak very briefly on the Stolen Generations (Compensation) Bill 2014, and echo the sentiments of the leader and the member for Stuart. In essence, to me this bill is about trying to right, in some small way, the grievous errors of the past. It was wrong to forcibly remove children from their parents solely on the basis of the colour of their skin. In circumstances in which this has happened, it is appropriate that the state pay adequate compensation.

Public Works Committee: Flinders Medical Centre Transforming Health Project

Mr DULUK (Davenport) (11:09:45): I also rise to speak on the Public Works Committee in relation to the Flinders Medical Centre with just a couple of brief remarks. As the local member for the Flinders Medical Centre, I think everyone welcomes an upgrade to the hospital in their electorate. Certainly, the Flinders Medical Centre and the $170 million spend is a welcome spend by the government.

Council Rate Concessions

Mr DULUK (Davenport) (15:36:28): I rise today to condemn this incompetent and wasteful state government on the way that it has completely mishandled and politicised the new cost of living concession. As many of my constituents in Davenport have said to me, there was nothing wrong with the old council rate concession. Administratively, the old concession being applied to council rates a was very simple one.

Liquor Licensing (Entertainment on Licensed Premises) Amendment Bill

Mr DULUK (Davenport) (16:21:03): I also rise to speak in favour of the Liquor Licensing (Entertainment on Licensed Premises) Amendment Bill 2015, and I commend the member for Hartley, as lead speaker for the opposition, on his contribution, his research and his thorough interest in this matter. As I said, this amendment bill is supported by the Liberal Party. It is supported by the Music Industry Council, which provided a key submission and recommendations to the government early this year, as well as the Australian Hotels Association (AHA).

Controlled Substances (Simple Possession Offences) Amendment Bill

In Parliament - Tuesday, 13 October 2015

Mr DULUK (Davenport) (11:53:51): I also rise to speak on the Controlled Substances (Simple Possession Offences) Amendment Bill. The drug diversion initiative plays an integral role in helping people with simple possession offences. Offenders are able to address their drug habits with assistance from health professionals rather than entering the costly criminal justice system. The scheme is underpinned by a notion that personal drug use is more appropriately and effectively addressed with a health response rather than with a criminal justice response. SA Police, SA Health and non-government service providers play an important role in ensuring the effectiveness of this program. Drug diversion schemes for simple possession of illicit substances are considered a sensible policy response for first-time offenders.

Animal Welfare (Live Baiting) Amendment Bill

Mr DULUK (Davenport) (17:16:47): I rise also to speak in support of this bill. Like many who saw the ABC Four Corners episode 'Making A Killing' back in February of this year, I was deeply troubled by the report and the footage shown. As honourable members are well aware, I was not the only one appalled by what I saw. After the program aired, I received many hundreds of phone calls, emails and letters from my constituents asking for parliament to act to prevent such cruelty to animals. I have no doubt that many other members had a similar experience, and I am glad today that we are finally acting on what we saw on the Four Corners program.
