Housing Affordability

Mr DULUK (Davenport) (17:36:42): There has been a lot of debate recently about housing affordability, especially in the Eastern States, and in recent days we have spent a lot of time in this house debating the state budget. One issue not readily addressed in this year's budget is the issue of housing affordability. Housing affordability is not just an issue for the Eastern States but it is also a big issue in South Australia.

Economic and Finance Committee: Emergency Services Levy 2015-16

Mr DULUK (Davenport) (11:45:04): I rise to speak to the Economic and Finance Committee 87th Report: Emergency Services Levy 2015-16. The increase to the emergency services levy, as outlined in this year's budget, is an absolute disgrace. South Australian households are again being slugged with an ESL increase for the second consecutive year, and the Treasurer is dipping into the South Australian householders and ripping money out of their pockets.

Mr DULUK (Davenport) (12:45:36): This budget is a failure. It is a failure on infrastructure, it is a failure for business and it is a failure for job seekers. The Labor government has no plan for job creation, debt reduction, there are no new infrastructure projects nor assistance for local exporters and no plan for South Australia's future in this year's budget. We need solutions. Right now South Australia's economy faces some serious challenges. The South Australian economy has been on the decline for the last 10 to 12 years and ongoing struggles are becoming terminal. Our challenges are not new. They have not crept up on us. They have been presenting themselves for some time now.

Magna Carta

Mr DULUK (Davenport) (15:31:00): I rise today to celebrate this week being the 800th anniversary of King John, under duress of the English barons, putting his royal seal on Magna Carta. John is said to be one of the worst kings that England has ever had. He was cruel, disloyal, dishonest and prone to violent rages. His disloyalty to his subjects was the worst trait in my opinion. Those who do not give loyalty cannot ever expect to receive it in return. English monk Matthew Paris in 1235 wrote of King John: 'Foul as it is, hell itself is defiled by the fouler presence of John.'

Native Vegetation (Road Verges) Amendment Bill

Mr DULUK (Davenport) (11:20:01): I rise to speak briefly on the Native Vegetation (Road Verges) Amendment Bill 2015. As the member for Davenport, bushfire prevention is a top priority, not just for my electorate but for the whole of South Australia. It is important to remember that, according to the CFS, more than 35 suburbs on Adelaide's fringes are in bushfire-prone areas, including the majority of suburbs in my electorate, along with over 75 towns in the Adelaide Hills, Fleurieu and Kangaroo Island areas.

Community Sport and Recreation

Intervention Orders (Prevention of Abuse) Amendment Bill

Mr DULUK (Davenport) (12:43:03): I rise to speak in support of this bill—but, no, I am not the lead speaker on it. This bill seeks to amend the Intervention Orders (Prevention of Abuse) Act 2009 and other related amendments. The act provides for intervention orders commonly known as DVOs. I would like to preface my remarks on the bill by saying that I believe that domestic violence is a terrible blight on our society and that I live in hope that one day we can eradicate it. 2015 has been a year in which domestic violence has been front and centre of our national agenda.

Mr DULUK (Davenport) (10:51:40): I rise this morning to briefly speak on the Fire and Emergency Services (Volunteer Charters) Amendment Bill 2015. This bill was introduced by the member for Morphett, a man who is a life member of the CFS and a tireless advocate for the CFS and emergency services more generally. When the member for Morphett speaks about the CFS, this government ought to sit up and listen.
